Thitirat Thipsamritkul is a lecturer at Faculty of law, Thammasat University, Thailand. She received LLB from Kyoto University, LLM in Law, Development and Governance from SOAS, and LLM in International Law Program from GSICS, Kobe University. 

Thitirat is specially interested in the relation between market, technology and human rights. Her research has been in the area of on digital freedom, data protection, internet governance, and AI Ethics, in which she also cooperates with civil society, private and public sector to advocate for better legislation and policy. She co-authored the 3 versions of Thailand Data Protection Guideline. She is also a fellow at the Keio Global Research Institute where she contributes to several related topics, including comparative privacy law and digital platform regulation. 

Thitirat was a chairperson of Amnesty International Thailand during 2020-2023 and now serves as an advisor. She is part of the Advisory Group Meeting of the Indo-Pacific Center for Promoting Civil Society Resiliencey supported by Freedom House. She also advises public sector such as the parliamentary committee on public participation and political development, and the Technical Standard for Open Government Data Working Group.
